		<description><![CDATA[[...] Perhaps some of the more interesting U.S. initiatives we have seen recently are the mayoral training program by the Joint US-China Cooperation on Clean Energy (JUCCCE) and the training of environmental managers under the Guangdong Environmental Partnership program run by the Institute of Sustainable Communities (ISC).  The JUCCCE and ISC program are civil-society led initiatives that creates real impactful capacity building beyond (A) the rhetoric at the government-to-government level, and (2) technological solutions (solar, cleaner coal, blah blah blah&#8230;) but instead looks at &#8220;software&#8221; and &#8220;heartware&#8221; (as opposed to just &#8220;hardware&#8221;), which is a much more difficult but absolutely necessary task to embark on.  See previous post &#8220;Technology as a Panacea?
