Every city in China should adopt Shanghai's license tag auction system (it is insane that Beijing has not done so, instead it apparently thinks it can convince people not to buy cars by subsidizing public transportation--good luck!), and give discounts for hybrid owners. China should also let gasoline prices for private automobiles go to market immediately. It may be hard to completely stop the car addiction, but the addicts should have to pay the full price of their habit.</description>
