		<description>In the CMP on Day 4, Tuvalu made at least seven strong and substantive suggestions for amendments to the Kyoto Protocol (FCCC/KP/CMP/2009/4 and FCCC/KP/CMP/2009/3). As I understand it, those suggestions occupy an entirely distinct legal space from the Copenhagen Protocol proposed in the COP on Day 3 and discussed in your earlier blog post.

As you say, China's statement (made as the Day 4 CMP discussion was breaking down) was that they didn't support discussion which "contradicted the mandate of the Kyoto Protocol" or "did not serve the purposes of the Kyoto Protocol." Which of Tuvalu's amendment suggestions did that refer to? We don't know, but as you also note, it wasn't all of them.

Having seen the CMP plenary I certainly wouldn't read China's statements as a "shift and softening." They seemed to be saying that they would openly discuss only uncontroversial positions (they gave the diplomatic immunity proposal as one example) while actually blocking a legal amendment proceeding under the Kyoto Protocol just to avoid talking about other, unspecified issues which had been raised.

I'm curious to know what--or if--resolution was reached tonight inside the G77.
